Discusses agricultural planning and rural work, affirms Liu Shaoqi's proposal for coexistence of two labor systems regular worker system and contract system and of two educational systems fulltime and work-study , outlines tentative ideas for Third Five year Plan, strategy for China's economic development, and reconstruction of rear area in southwest China.

Mao Zedong on rectification of literature and art points out: Over past 15 years literature and art associations and their publications have failed to carry out Party policies, they have slid to brink of revisionism in recent years.

China explodes its first atomic bomb and government declares: China's development of nuclear weapons purely defensive; at no time and under no circumstances will China be first to use nuclear weapons; calls on heads of states to convene summit meeting to discuss total prohibition and thorough destruction of nuclear weapons.

Beijing, First Session of Third National People's Congress: In Report on Work of Government Zhou Enlai points out: Present task for Chinese people is to build China into strong socialist country with modern agriculture, industry, national defense and science and technology marking first appearance of four modernizations policy; Liu Shaoqi elected chairman of People's Republic of China, Soong Ching Ling and Dong Biwu vice-chairmen, and Zhu De chairman of NPC Standing Committee, extension of Zhou Enlai's appointment as premier of State Council approved.

Mao Zedong issues call: In industry learn from Daqing and In agriculture learn from Dazhai. Daqing refers to Daqing Oilfield in northeast China, Dazhai is a production brigade in mountainous area of Shanxi Province.

On instructions of Party Central Committee and Mao Zedong, Five-Member Leading Group of Cultural Revolution set up under direct control of CPC Central Committee, members include Peng Zhen, Lu Dingyi, Kang Sheng, Zhou Yang and Wu Lengxi, with Peng Zhen as leader and Lu Dingyi as deputy leader. กก

Diplomatic relations established with Tunisia. (On

September 26, 1967 the embassies in each other's country closed, and reopened on October 20, 1971.)

During Premier Zhou's stay in Ghana, a joint communique issued by the two countries sets forth five basic principles of international life, namely, mutual respect for territorial integrity and sovereignty, non-aggression, non-interference in each other's internal affairs, equality and mutual benefit and solution of all international issues through negotiation.

Diplomatic relations established with France.

Premier Zhou visits Burma, Pakistan and Ceylon (Sri Lanka).

Diplomatic relations established with people's Republic of the Congo.

Diplomatic relations established with United Republic of Tanzania.

Beijing. China and Arab Republic of Yemen sign Treaty of Friendship.

July 10-11

Premier Zhou and Vice-Premier Chen Yi visit Burma.

September 29

Diplomatic relations established with the Central African Republic (suspended on January 6, 1966 and restored on August 20, 1976).

October 2

Beijing. Treaty of Friendship between China and the Congo (Brazzaville) signed. (The Congo changed its name to the People's Republic of Congo on December 31, 1968.)

China successfully explodes its first atom bomb in western area of the country. Chinese government in its statement points out China conducts nuclear tests and develops nuclear weapons entirely for defense and that at no time and under no circumstances will China be the first to use nuclear weapons. The Chinese government proposes to convoke a summit conference of all countries to discuss question of complete prohibition and thorough destruction of nuclear weapons.

Diplomatic relations established with Zambia.

November 3

Beijing. Friendship Treaty between China and Mali signed.

November 5-13

Moscow. Chinese Party and government delegation led by Zhou Enlai, vice-chairman of Central Committee of the CPC and Premier of State Council attends celebrations for 47th anniversary of October Revolution.

November 12

Diplomatic relations established with People's Republic of Benin (former Dahomey), suspended in January 1966 and restored in December 1972.
