As proposed by Mao Zedong, CPC Central Committee restores Deng Xiaoping's right to regular activities of Party organization and his position as vice-premier.

August 20

Party Central Committee. approves Report on Investigation into Crimes of Lin Biao Anti-Party Clique, decides to expel Lin Biao and principal members of anti-Party clique Chen Boda, Ye Qun, Huang Yongsheng, Wu Faxian, Li Zuopeng and Qiu Huizuo from Party forever.

August 24-28

Beijing, Tenth National Congress of CPC is held, following suppression of Lin Biao Anti-Party Clique. With support of Mao Zedong, Zhou Enlai takes responsibility for day-to-day work of Central Committee. Crimes of Lin Biao counter-revolutionary clique criticized. But political and organizational lines of Ninth Congress and erroneous theory of continuing revolution under dictatorship of proletariat are reaffirmed as correct. Among new members elected to Central Committee are Deng Xiaoping and other senior cadres persecuted during cultural revolution. Also elected, however, is large group from Jiang Qing counter-revolutionary clique, strengthened by emergence of Wang Hongwen as second vice-chairman. Thus, Jiang Qing, Zhang Chunqiao, Yao Wenyuan and Wang Hongwenform gang of four in Political Bureau of Party Central Committee.

December 12

Following Mao Zedong's proposals, Central Military Commission decides commanders of eight greater military areas of Beijing, Shenyang, Nanjing, Guangzhou, Wuhan, Jinan, Fuzhou and Lanzhou should shift positions, and appoints Deng Xiaoping chief of PLA General Staff. CPC Central Committee also decides that Deng Xiaoping be member of Political Bureau of Party Central Committee and of Central Military Commission.

US Presidential National Security Advisor Henry Kissinger visits China. In communique issued on February 22, China and United States announce liaison office will be set up in each other's capitals in the future (on May 14 and 29, the first heads of US and Chinese liaison offices arrive at each other's capitals to open their offices.)

March 9

Diplomatic relations established with Spain.

April 1

China resumes activities in United Nations Food and Agricultural Organization.

August 21

Chinese Ambassador to Mexico Xiong Xianghui on behalf of Chinese government signs Additional Protocol 11 to Treaty for Prohibition of Nuclear Weapons in Latin America. On. signing Protocol, he reads statement on behalf of Chinese government that Chinese Foreign Minister Ji Pengfei on November 14, 1972 gave a specific undertaking in regard to the nuclear weapons-free zone in Latin America. Chinese government reiterates this undertaking: China will never use or threaten to use nuclear weapons against non-nuclear Latin American countries or in Latin American nuclear-weapons-free zones, nor will it test, manufacture, produce, stockpile, install. or deploy nuclear weapons in these countries or in this zone, or send means of transportation and delivery carrying nuclear weapons to cross the territory, territorial sea or air space of Latin American countries.
