June 6-21 Beijing, First Session of Sixth National People's Congress. Zhao Ziyang pays tribute to great achievements and surmounting of obstacles of past five years. Elects Li Xiannian president of People's Republic of China, Peng Zhen chairman of Standing Committee of Sixth National People's Congress, approves president's nomination of Zhao Ziyang as premier of State Council, elects Deng Xiaoping chairman of Central Military Commission of People's Republic of China. July 1 Selected Works of Deng Xiaoping (1975-82) published, CPC Central Committee calls for whole Party to study it earnestly. July 29-August 2 Beijing, national legal and political work conference. Transmits directive of Standing Committee of Political Bureau of CPC and Secretariat of Party Central Committee on crackdown on serious criminal activities, discusses guiding principles for improving public security, which does improve thereafter. October 11-12 Second Plenary Session of 12th Party Central Committee: Adopts Decision of CPC Central Commit- tee on Party Consolidation: to achieve ideological unity, rectify Party style of work, strengthen discipline, purify Party's organization. ., October 12 CPC Central Committee and State Council issue Circular on Separating Government Administration and Commune Management, and Re-establishing Township Government. December 22 Renmin Ribao reports: China successfully produces its first super-computer, Galaxy, capable of over 100 million operations per second. Year's End Economic Daily: 28,ll0 industrial enterprises (88.6 percent of profitable ones) have replaced profit delivery with tax payments. China's gross industrial and agricultural output value reached 920.9 billion yuan, up 10.2 percent on previous year; national income rose 9.8 percent from 1982. Targets for 1 985 reached in: gross industrial and agricultural output value, output of grain, cotton, edible oil, 30 other major industrial and agricultural products. Relative proportions of agriculture, light industry and heavy industry were rationally balanced: agriculture 33.9 percent, light industry 32.1 percent, heavy industry 34 percent. Energy production and transport developed. กก Foreign Relations January 1 Diplomatic relations established with Antigua and Barbuda. January 12 Diplomatic relations established with Angola. January 13 Dar es Salaam. Premier Zhao Ziyang at news conference expounds the four principles for China's economic and technological co-operation with African countries. They are' 1. in carrying out economic and technological co-operation with African countries, China abides by the principles of unity, friendship, equality and mutual benefit, respects their sovereignty, does not interfere in their internal affairs, attaches no political conditions and asks for no privileges whatsoever. 2. China's economic and technological cooperation with African countries will give full play to the strong points and potentials of both sides on the basis of their actual needs and possibilities, efforts will be made to achieve good economic results with the least investment, shortest construction cycle and quickest returns. 3. China's economic and technological cooperation with African countries may take a variety of forms whatever is suited to local conditions. This includes offering technical services, training technical and management personnel, engaging in scientific and technological exchanges, undertaking construction projects and entering into co-operative production and joint ventures. With regard to the co-operative projects it undertakes, Chinese side will see to it that contracts they sign are fulfilled, quality of work is guaranteed and that the stress is placed upon friendship. Experts and technical personnel dispatched by the Chinese side do not ask for special treatment. 4. The purpose of China's economic and technological co-operation with African countries is to enhance the capabilities of both sides for self-reliance and promote growth of their respective national economies by complementing and assisting each other. March 2 Diplomatic relations established with lvory Coast. April 4-7 Beijing. South-South Conference is held at Great Hall of the People. Co-sponsored by the Third World Foundation for Social and Economic Studies and the Chinese Academy of Social Sciences, conference draws 68 noted political figures and scholars from 26 Asian, African and Latin American countries. April 12 Premier Zhao Ziyang visits New Zealand and Australia. April 30 Diplomatic relations established with Kingdom of Lesotho. May 5-15 General Secretary of CPC Central Committee Hu Yaobang visits Romania and Yugoslavia. June 8 Chinese Ambassador to United States, Zhang Wenjin, delivers China's membership application to the Antarctic Convention to the government of United States, the convention depository country. China is accepted as a member to the Antarctic Convention Consultation Council at its 13th conference on October 7,1985. September 7-15 Chinese government and Party delegation led by Peng Zhen, member of Political Bureau of CPC Central Committee and Chairman of National People's Congress Standing Committee, visits Democratic People's Republic of Korea to join its 35th anniversary celebration. September 18 New Delhi. China is admitted as full member of World Energy Conference at its 12th Congress. September 27 In his speech at 38th session of UN General Assembly, Chinese Vice-Foreign Minister Wu Xueqian puts forward new proposals for promoting nuclear disarmament. One of the proposals asks both Soviet Union and United States to take practical action to stop testing, upgrading and manufacture of nuclear weapons and to agree on reducing their nuclear weapons by half. Then an international conference for all nuclear states should be held to negotiate a general reduction of these weapons. October 5 5th session of World Tourist Organization decides to accept China as full member. This makes China the organization's 106th member. November 1 China establishes relations with European Coal and Steel Community and European Atomic Energy Community, giving a broad boost to relations between China and European Economic Community (EEC). November 14 Asian and African Legal Consultative Committee declares the committee's unanimous agreement to accept China as full member. November 23-29 Hu Yaobang, general secretary of Central Committee of CPC, pays friendly visit to Japan. In talks with Japanese Prime Minister Yasuhiro Nakasone, both agree to add ``mutual trust'' to the three principles guiding Sino-Japanese relations. The four principles are: peace and friendship, equality and mutual benefit, mutual trust, and long-term stability. Both sides also decide to establish a committee for China-Japan friendship in the 2lst century. December 15 GATT textiles committee passes resolution on China's participation in Multi-Fibre Arrangement.
