1971 Internal Section March 22 Lin Biao and wife Ye Qun direct son Lin Liguo, their confederate Zhou Yuchi and others to draw up "Summary of 571 Project" plan to assassinate Mao Zedong, launch armed coup d'etat and usurp state power. Shanghai, March 31, group meets in secret to select commanding sub-group and set up definite arrangements. . April 15-July 31 Beijing, National Conference on Educational Work: Summary of the National Conference on Educational Work, drafted with guidance from Zhang Chunqiao and Yao Wenyuan, which contains two estimations: that Chairman Mao's proletarian educational line has basically not been carried out, and that most people educated prior to cultural revolution are basically bourgeois in their world outlook. Mid-August Mao Zedong makes inspection tour of south China during which he points out in talks to local leading cadres that someone wants to become state chairman and is in a hurry to split Party and usurp state power, referring to Lin Biao. September 6 Learning of Mao Zedong's remarks in south China, Lin Biao orders followers to launch armed coup d'etat. In Beijing, Lin Liguo works out a plan of action to assassinate Mao Zedong. Aware of threat to his life, Mao Zedong changes date of return, throwing Lin Biao and followers into dilemma. Forced to adopt second plan they attempt to flee to Guangzhou to establish another Central Committee and set up a separatist warlord regime. September 12 Mao Zedong safely returns to Beijing. In evening, Zhou Enlai personally oversees dispatching of Trident 256 to Lin Biao at Beidaihe. In great fear, Lin Biao and his followers decide to flee abroad. Late at night, Lin Biao, Ye Qun and Lin Liguo board plane at Shanhaiguan Pass. September 13 Early in morning, Lin Biao and followers are all killed when plane crashes near Undurkhan in Mongolia due to shortage of fuel. This is so-called September 13 incident that shocked world. October 3 CPC Central Committee decides to close office of Military Commission set up on August 17, 1967, and set up Military Commission office work conference in its place, to be headed by Ye Jianying and to be responsible for routine work of Military Commission. Same day, Central Committee decides to establish special case group headed by Zhou Enlai to investigate crimes of Lin Biao and Chen Boda anti-Party clique. October 23 26th General Assembly of United Nations, by overwhelming majority vote, restores People's Republic of China's seat and full legal rights in United Nations. Kuomintang regime in Taiwan is expelled from United Nations and all its agencies. December 11 CPC Central Committee issues circular, publishing material on Struggle to smash the Lin Biao and Chen Boda anti-Party clique's counter-revolutionary coup d'etat? collected by Central Committee special case group. It is dispatched to lower levels for discussion, thus promoting movement to criticize Lin Biao and rectify Party throughout country. กก Froeign Relations February 10 Diplomatic relations established with Nigeria. Zhou Enlai holds talks with visiting Dr Henry Kissinger, National Security Advisor to President Nixon. On July 16, both sides issue communique announcing US president's future visit. July 29 Diplomatic relations established with Sierra Leone. August 4 Diplomatic relations established with Turkey. August 16 Diplomatic relations established with Iran. October 25 26th United Nations General Assembly overwhelmingly passes resolution on resumption of all legitimate rights of People's Republic of China in United Nations and immediate expulsion of Chiang Kai-shek xegime's representatives from UN and all its affiliated bodies. November 15 Chinese delegation, headed by Qiao Guanhua and Huang Hua, attends current UN assembly. On November 23, China's permanent representative to UN Security Council Huang Hua and deputy representative Chen Chu attend Security Council's session. On the same day, diplomatic relations established with Belgium. October 29 United Nations Educational, Scientific and Cultural Organization (UNESCO) recognizes People's Republic of China as sole legitimate representative in the organization. In October 1972, China sends delegation to attend UNESCO's 17th general assembly. November 2 Diplomatic relations established with Peru. November 9 Diplomatic relations established with Lebanon. November 12 Diplomatic relations established with Ruwanda. November 16 184th session of Council of international Labor Organization passes resolution on resuming legitimate rights of People's Republic of China. In June 1983, China sends delegation to attend 69th annual meeting of the organization. November 19 International Civil Aviation Organization passes resolution affirming government of People's Republic of China as only lawful representative in the organization. On February 15, 1974, Chinese government decides to recognize the international Civil Aviation Convention and take part in all activities of the organization starting from that day. December 7 Diplomatic relations established with Senegal. December 8 Diplomatic relations established with Iceland. December 9 International Atomic Energy Agency recognizes government of People's Republic of China as sole legitimate representative in the organization. On September 5, 1983, China files application to join organization. In October, organization unanimously accepts China as member. Since January l, 1984, China has been member of organization. December 14 Diplomatic relations established with Cyprus. December 30 Chinese Foreign Ministry issues protest against agreement by Congress of US and parliament of Japan on ``return'' of Okinawa, since it includes Chinese territory, such as Diaoyu Island, in ``return zone.'' Statement reaffirms China's sovereignty over the islands.
