Xibaipo Village, Pingshan County, Hebei Province. Second Plenary Session of Seventh Central Committee of Communist Party of China: Mao Zedong sets forth Party's fundamental policies for period immediately following nationwide revolutionary victory, outlining general tasks and main course for transforming China from agricultural country to industrial, and from new-democratic society to socialist.

September 21-30

Beijing's First Plenary Session of Chinese People's Political Consultative Conference(CPPCC): Exercising functions and power of National People's Congress, it passes Common Program of CPPCC to serve provisional constitution; adopts title People's Republic of China for new state, which is to be a people's democratic dictatorship under leadership of working class, based on alliance of workers and peasants and on unity with all China's democratic parties and nationalities; and decides on Beijing for country's capital, five-star red flag, for national flag, and March of the Volunteers, for national anthem.

Mao Zedong elected chairman of Central People's Government Council.

October 1

Tiananmen Square, Beijing, Grand ceremony marking birth of People's Republic of China: Before 300,000 people, Chairman Mao Zedong proclaims founding of People's Republic of China and establishment of Central People's Government.

Central People's Government Council at first meeting appoints Zhou Enlai premier of State Council and concurrently foreign minister; Mao Zedong chairman of People's Revolutionary Military Council and Zhu De commander-in-chief of Chinese People's Liberation Army.

December 31

During the year, 2,858 bureaucrat-capitalist enterprises are confiscated and China's economy transformed from bureaucrat-capitalist one to state-owned socialist one. This establishes foundation for socialist economy. Throughout revolutionary bases in countryside, agrarian reform is carried out among total population of 120 million.

October 1

Chairman Mao Zedong declares founding of People's Republic of China and in proclamation says :``This government is the sole legal government representing the people throughout the People's Republic of China. It is willing to establish diplomatic relations with all foreign governments that are willing to observe the principles of equality, mutual benefit and respect for each other's territorial integrity and sovereignty.'' The same day Zhou Eniai, premier and concurrently foreign minister, sent the proclamation to the governments of all other countries.

Diplomatic relations established with the Soviet Union.

October 4

Diplomatic relations established with Bulgaria.

October 5

Diplomatic relations established with Romania.

October 6

Diplomatic relations established with the Democratic People's Republic of Korea, Czechoslovakia and Hungary.

October 7

Diplomatic relations established with Poland.

October 16

Diplomatic relations established with Mongolia.

October 27

Diplomatic relations established with the German Democratic Republic.

November 23

Diplomatic relations established with Albania.

December 16-February 17, 1950

Chairman Mao Zedong and Premier Zhou Enlai arTive separately in Moscow on December 16, 1949 and J4nuary 20, 1950 for state visit to Soviet Union, and leave Moscow for home on February 17, 1950. During visit they hold talks with Joseph Stalin and other Soviet leaders. On February 14, the two sides sign Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance; an agreement concerning management of China's Changchun Railway, Lushun Port and Dalian; and an agreement on Soviet loans to China.
